A private SCUM server is mostly about deciding what kind of survival you want. Harsh metabolism and thin loot make every trip to a police station a risk; generous multipliers turn the island into a base-building sandbox. Setup is automated after checkout, so the first decision you actually make is which of the five locations to sit in, then which sandbox values to change before inviting anyone.
The server settings file is where the sandbox lives: loot spawn multipliers, metabolism and nutrition rates, fall and weapon damage, puppet population, vehicle counts, and squad size limits. The panel file manager opens it in the browser, so a balance tweak is an edit and a restart from the live console rather than an SFTP round trip.
